Engineer Karl Farrugia has been appointed CEO of Primary Health Care as from 1st August 2024 within the Ministry of Health and Active Ageing.

With over twenty years of experience, Ing Farrugia has held various positions in the private sector and began working with the Ministry of Health as a Biomedical Engineer in 2001. In 2007, he was appointed Director of Materials Management and Logistics at Mater Dei Hospital, and in 2011 he was appointed CEO of the Central Procurement and Supplies Unit (CPSU). This department handles all the procurement across the entire Ministry for a procurement budget of over Euro 500 Million of sensitive and critical medical supplies, service and works. He also took over the helm as CEO of the Pharmacy of Your Choice (POYC) which caters for the distribution of medical supplies to over 220 community pharmacies for over 150,000 patients prescribed to this system and the National Blood Transfusion Centre (NBTC) which provide essential blood supplies and by-products.

During the Covid-19 pandemic, Karl Farrugia was also appointed by the government to represent Malta in the EU Joint Procurement Strategic Action Group. In 2022, he was awarded the Medal for Service to the Republic for his sterling service to the nation in acquiring essential protective and covid vaccines, which saved the live of thousand of citizens.
